Challenges and opportunities

Sánchez’s recent visit to China with some of his ministers and business groups is part of a medium-term policy that should be beneficial to both parties. The high trade deficit (the value of imports is 6.5 times that of exports) highlights the need to make an effort to offset this imbalance. A generalized tariff policy is not the solution. China has achieved commercial hegemony in a context of openness and win-win strategies that benefit both parties.

In addition to the primary sector and tourism, Spanish industry can provide significant added value in technology (renewable energy, biotechnology, pharmaceutical and industrial design, for example) and services (improvements in smart transportation and integrated logistics, for example). It is essential to reach collaboration agreements between companies from both countries, as well as to expand influence in third countries by taking advantage of the competitive advantages that Spain has as a platform in relation to other geographical areas.

A basic strategy has three levels: academic, professional (joint projects), and industrial (collaboration between companies). I have promoted initially academic agreements with bilateral IPo with the SIAT (Shenzhen Institutes of Advanced Technology) network, in force since April 2020, and multilateral agreements with ANSO (Alliance of National and International Scientific Organizations) since November 2023, in which more than 50 countries participate.
